JOB ROLE: Public Procurement Consultants for MSMEs in Bamboo Sector
A. Project Title: – Promote Bamboo MSME Clusters for Sustainable Development
B. Context & Background: There are more than 5 million people, half of them being women in the tribal regions across 18 states out of the 29 states of India where abundant quantity of bamboo is available as a resource for their livelihoods. However, in the bamboo processing and product manufacturing segment, the number is likely to be around 3 million only. While this bamboo resource has been augmented by a range of public initiatives but not sufficiently harnessed in terms of its market applications. There is a huge scope for replacement of less sustainable resources like timber, plastic, steel, etc. and for creation of green jobs by effectively harnessing bamboo by upgrading existing products and introducing new products duly linked with markets. The overall objective of the Action is to promote bamboo as sustainable resource and generate green jobs. The Action is designed to help local community and other stakeholders collaborate for the promotion of green economy, sustainable growth, economic prosperity, and poverty reduction in India along with mitigation of climate change.
Project locations: 9 states of India (Viz: Assam, Arunachal Pradesh, Meghalaya, Mizoram, Tripura, Odisha, Chhattisgarh, Jharkhand & Madhya Pradesh)
Specific relationship: The Action aims to connect the artisans/ entrepreneurs/ industries with contemporary markets, with specific focus on metropolitan markets and public institutions for which there are special policy thrusts by the Govt. through their public procurement initiatives.
C. Job Description for Consultant Procurement: The consultant will help ensure market linkages between the assisted artisans/ enterprises and Govt. institutions at local, state, and national level.
Expected Outcomes: To ensure
(i) Supply of bamboo products amounting to at least Rs. 3 Crores worth of contemporary products with the Govt. & Govt. institutions by at least 20 suppliers amongst at least 5 or more buyers over a period of one year.
(ii) Changes in the rules/ regulations/ schedule of rates/ procurement policies of the govt. & govt. related institutions that help unlock the potential for supply of bamboo products worth Rs. 10 Crores over one year period.
Assistance from the Project: The consultant will be provided information about:
(i) at least 20 such bamboo product manufacturers/ suppliers with potential in public procurement and a list of 50 such potential buyers (institutions & individuals).
(ii) Available information about the rules/ regulations/ schedule of rates/ procurement policies that are available in house.
However, it will primarily be the responsibility of the consultant to ensure the completion of the outputs and outcomes by directly engaging with the respective stakeholders.
D. Duration: – 1 Year
E. Expected Outputs:
i. An analytical study of the various types of Bamboo Products with specific reference to the feasibility for public procurement by referring to the available standards, public schemes of assistance, quality certifications, suppliers’ pre-qualifications criteria to meet the required standards, environmental compliances, value addition for the artisans/ enterprises etc.
ii. Organized at least 20 meetings between the potential suppliers and buyers to enable buyer-seller linkages with prior preparation & post meeting follow up.
iii. Identified policy gaps in connecting buyers & sellers and help/prepare necessary documentations/ representations and take up the matter at government level in the concerned Ministries/ Departments dealing with matters related to Bamboo based procurement and follow up/ support groups of suppliers to ensure that some of the policy gaps are bridged.
iv. A properly documented Methodology for linking Public Procurement as part of marketing for future such project and up-scaling.
F. Eligibility & Requirements for the consultant:
i. Self-motivated individuals with strong communication skills and ability/ willingness to travel can apply. Women are encouraged to apply.
ii. Must have an experience of at least 5 years in directly dealing with the public procurement issues, at middle or senior level.
iii. Must demonstrate experience for at least 2 years in working with the MSMEs and their representative bodies
G. Selection system:
The consultant will be selected by a committee comprising of 3 officials from the Foundation for MSME Clusters (FMC) based on QCBS method with weightage given to technical aspects and financial aspects in the ratio of 80:20. ii. A note comprising of not more than 500 words stating why you believe that you are appropriate candidate for the same and giving a methodological framework preferably in tabular form giving breakup of outputs/ outcomes on quarterly basis.
iii. Monthly fee (inclusive of GST & other applicable taxes if any) excluding travel & stay that will be reimbursed by FMC based on its internal rules.
