About the Organisation: Established in June 2005, the Foundation for MSME Clusters (FMC) www.fmc.org.in specializes in the promotion of MSMEs through cluster and value chain led development. FMC was promoted as a Registered Public Charitable Trust with the technical support of a then UNIDO Cluster Development Programme, in June 2005. It is governed by a very eminent Board of Trustees from the Government, Banks, Academia, Donor institutions and NGOs, ably led Mr. Ajay Shankar, IAS (ex-Secretary Department of Industrial Policy & Promotion, Govt. of India). FMC undertakes all its operations in line with its vision and mission that are given as under:

Mission: Our mission is to “Assist institutions undertake effective and inclusive cluster based local area development in developing and transition economies. In India, FMC has worked with around 200 MSME clusters, undertaken studies/research in another 150 MSME clusters and worked with 250 Business Membership Organizations (BMOs) thus benefiting more than 100,000 MSMEs across different sectors and sizes. FMC and its experts have also provided training, handholding, and research on cluster development in 16 other countries across the globe.

Projects Handled: Since its establishment, FMC has been undertaking a pioneering role in promotion of MSMEs, particularly in micro enterprises and household/artisanal enterprises (HHEs) promotion by providing effective solutions in design innovation, market creation, capacity building in business operations, common infrastructure creation, sustainable consumption and production, schematic linkages, credit linkages etc. We are also empanelled with Ministry of MSME, Government of India as a Nodal and Technical Agency for the SFURTI Scheme. Apart from that we have also been engaged as P.M.U. for the State Government of Bihar and Jharkhand under the State Rural Livelihood Promotion Mission. We also have the privilege of undertaking a Project ‘Promotion Bamboo MSME Clusters for Sustainable Development in India’ supported by European Union. We have also worked with other Government Departments like SIDBI and NABARD and for PSUs/Corporates like NHPC, Yes Bank, HCL Foundation, Citi Foundation, and ACC etc. for implementation of their CSR Projects. We have also created few online market promotion platforms for artisans and artisanal products as market channels are moving towards digitalization at a rapid pace.
Position: FMC is looking for a person to be the Director or General Manager- who reports to and works closely with the Executive Director and is responsible for driving the operational results and spurring organisation growth in line with its vision, mission & objectives.

Job Profile:More specifically, the Director/GM- will be responsible for the following
Overall Quality Management
1. Review and support the operational plans drawn by Project Managers, ensure their alignment with FMC vision & mission to achieve the strategic objectives through effective implementation
2. Conduct Bilateral meetings and ensure projects/departments are working/moving in the right direction
3. Drive organisation results from operational and financial perspective.

Stakeholder Management / Relationship management
i) Build and maintain trusting relationships with key customers, clients, partners, beneficiaries and stakeholders.

New Business Development
i) Canvass and pitch for potential project opportunities – national and international – which are suited to FMC’s vision, mission & objectives – both directly and by guiding the team members in landing such opportunities.
ii) Participate in client retention and develop/execute new business development strategies
iii) Collaborate with senior management – to set business objectives and development goals.
iv) Keep abreast of industry developments and trends.

Program Operations & Implementation
i) Be the interface with the senior/top level functionaries while working with donor organisations, international agencies and government departments.
ii) Oversee the administrative, financial, and operational gaps in program implementation and support the bridging of gaps
iii) Works with GMs/DGMs/Sr Managers_ on project tracking systems, forecasting and resource allocation programs.
iv) Facilitate the sharing of best practices, methods, and ideas across the organization, between the project department and strategic support department.
v) Report/present to the Governing Body/Board and its committees the progress on initiatives, programmes and policies along with the Executive Director.

Financial Management and Compliance
i) Oversee and maintain/improve the financial health of the organisation in terms of cash flows, ensuring compliances, building systems, creating & maintaining MIS, reporting, establish control systems and ensure right placement of available financial reserves.
ii) Will ensure compliance of all statutory requirements.

Administration & HR Management:
i) Support the creation of effective measurement tools to gauge the efficiency and effectiveness of internal and external processes.
ii) Ensure that the employees are engaged and invested in the company process and policies
iii) Provide mentoring for development and succession planning for each department.

Skills & Competencies Required:
1. Extensive knowledge in the domain of MSME sector
2. Rich experience of implementation of MSME or MSME cluster development related projects /livelihoods/micro finance/financial inclusion related projects at senior level (say DGM or above in banks / Development Financial institutions.
3. Understanding of the macro-economic and social scenario in India and other developing countries
4. Business acumen and ability to effectively manage, lead and supervise a multidisciplinary team
5. Skilled communicator -written and verbal in English and at least good oral communication in Hindi.
6. Publications in MSME related issues will be an asset.
7. Excellent interpersonal and leadership skills
8. Ability to create new processes and ensure operational excellence
9. Problem-solving mind-set
10. Result Driven
11. International Exposure preferable
12. Ready to undertake extensive travel within India or abroad

Reporting Structure: At the beginning (1-3 months), the Director/GM- will work independently to get to know the organisation’s culture, team structure, and various projects, as well as to build trust and a working relationship with the team. In the second phase (3 months later), depending upon his understanding of systems and projects, he will be assigned a GMs/DGMs/Sr. Manager team to report to.

Experience: 20+ years in a leadership position in Banks, NBFCs, Government, corporate sector, non-profit organization, foundation, development bank, donor institution, consulting organisation, or any other organisation with strategic/operational role in relation to MSME domain.

Profile of the candidate: Late forties, early fifties (45 to 55 years). Postgraduate in Economics, Management, Social Work, Engineering with connected background to the social cultural milieu, preferably from a premier institution. Women candidates are encouraged to apply.

Emoluments: The candidate may expect competitive emoluments (fixed and variable), available in similar national NGOs, in accordance with the profile of the selected candidates. The emoluments are however not equivalent to corporate and international donor institutional salary structures.
